The Seasonal Worker Programme (SWP) has enabled workers from Timor-Leste to participate in seasonal horticultural and hospitality work in Australia since 2012. As at November 2016, 587 workers have participated. This is the first research that has been commissioned to examine the experiences of Timorese SWP workers in Australia and the development impacts of their participation at home. This study has been commissioned by the Labour Mobility Assistance Program (LMAP) using Department of Foreign Affairs and Trade (DFAT) funding. The study aims to contribute towards improvement in the management of the SWP, including preparation, mobilisation, management while in Australia, and the re-integration processes. It also aims to identify the short- to medium-term impacts of participating in the SWP for the seasonal worker, and the context and mechanisms that influenced these outcomes. Data has been disaggregated by gender to examine whether there are differences in the experience of women and men.

The Seasonal Worker Programme (SWP) was formally introduced in 2012 following a four-year pilot scheme. The SWP maintains the dual objectives of: (i) contributing to the economic development of nine participating Pacific Island countries and Timor-Leste; and (ii) filling labor shortages in the Australian agriculture, accommodation (in selected locations) and tourism sectors (the Northern Australia tourism pilot). This paper assesses the first of these objectives, evaluating the impact of the SWP on workers, their households, and communities. In doing so, it aims to build on the evidence already collected on the development impacts of the Pacific Seasonal Worker Pilot Scheme (PSWPS) (Gibson and McKenzie 2011) and shed further light on how the programme can be improved to increase the benefits flowing through to the Pacific region.

Labour migration is on the rise worldwide notwithstanding stringent restrictions on international labour mobility that impose a far greater burden on the global economy than trade restrictions. In recognition, government policy on migration needs to explicitly incorporate the economic impact of migration to both host and sending nations, in addition to security and social issues that traditionally dominate such assessments. The purpose of this report is to enable a more meaningful discussion of the economic issues of migration in the Pacific context than has been possible to date.

The overall goal of this report is to assist the World Bank Group (WBG) to achieve greater impact for women from its current activities in agribusiness in Papua New Guinea (PNG), and to provide clear recommendations on additional interventions aimed at improving outcomes for women. The report focuses on the supply chains for coffee, cocoa, and horticultural products (fresh produce), as there is a wealth of knowledge on these supply chains and on gender issues, and these provide the best opportunity to identify entry points for follow-up activities. Given the importance of smallholders in PNG, and the need to understand gender dynamics in farming, this report pays particular attention to the roles and constraints faced by smallholders, without in so doing wishing to diminish the importance of the roles played by other actors in these supply chains.

The aim of this Discussion Paper is to provide a summary of past and present migration flows in light of the environmental and developmental challenges faced by Kiribati. In Kiribati, “migration with dignity” is seen as a climate change adaptation strategy that has been promoted at the highest political level. Yet, in contrast to several other Pacific Island countries, there is a lack of migration opportunities for I-Kiribati despite strong migration pressures. Few I-Kiribati have migrated and settled overseas. The National Labour Migration Policy which was adopted in 2015 and is being implemented aims to create an integrated strategy for all stages of the labour migration process. It is a step towards increasing labour migration opportunities and enhancing the benefits from overseas employment.
